Shipment budgets: forecast costs and margin in transit

How to see the shipping economics change before closing: original budget, new costs, margin forecast, and cash flow calendar.

By Artem Korsakov ·

Theoretical example. A forwarder transports equipment from China through Vladivostok. At the approval stage, costs are 1.2 million RUB with a margin of 180 thousand. In transit, the container sits at the terminal for eight days instead of three free ones: demurrage, storage, and restowage add 95 thousand. The payment agent charges a higher commission for the yuan transfer, adding another 45 thousand. Margin drops to 40 thousand. The report shows this a month later, when all invoices arrive, and it is already too late to discuss an additional payment with the client.

The in-transit budget forecast shows the expected shipping result, reasons for changes, and decisions that need to be made now.

The Approval Snapshot Cannot Be Rewritten Retroactively

When confirming the order, save the original budget: revenue, cost structure, currencies, comparison exchange rate, terms, and date. This is the baseline snapshot against which changes will be compared. If each new cost simply increases the original plan, the team stops seeing why the shipment became less profitable.

The current estimate lives alongside. Each adjustment has a dispatch, segment, account, amount, basis, responsible party, and version. A connection shift may require reprocessing, new pickup, or approval of a different route. The link "event, consequence, cost, decision" is important. A single new number in the total line is not enough.

Revenue also requires a status. The amount confirmed by order terms should be shown separately from any potential client surcharge. Until the surcharge is agreed upon, it must not silently save the margin forecast. The moment of accounting revenue recognition remains in the rules of the current accounting system and is not determined by this operational screen.

Incurred Cost, Obligation, and Payment Mean Different Things

An approved service order creates an obligation or expected cost. Actual service provision and acceptance of the amount clarify the record status. A payment shows cash movement. All three indicators may relate to one position; it does not produce three costs from it. Specific reasons and reflection moments are agreed upon with accounting responsible parties.

A position card may contain:

  • initial estimate and approved amount;
  • order confirmation and service completion;
  • received invoice, adjustments, and remarks;
  • amount already accounted for in operational calculation;
  • remaining amount yet to be expected for this position;
  • payments, deadlines, and link to accounting documents.

To exclude double counting, it is convenient to use the rule: expected total equals already accounted costs plus remaining estimate until completion. The remainder includes unaccounted obligations and approved assumptions. When an invoice replaces a previous estimate for the same service, the estimate is extinguished or adjusted. It is not added again.

Hypothetical Example: Margin Changes While Cargo Is in Transit

All amounts below are illustrative, in RUB on a single comparable basis excluding VAT. Market tariffs and prices for trike_dev are not included here. General company expenses and taxes are not included in the example.

Confirmed revenue is 600,000 RUB. Initial direct cost estimate equals 480,000 RUB. Of these, 300,000 are already related to incurred and accounted costs, while another 180,000 is expected until completion. Therefore, the initial expected total is 300,000 + 180,000 = 480,000. Adding the already accounted 300,000 to 480,000 would be double counting.

After a route change, a new obligation of 45,000 RUB is confirmed in addition to the original composition. Additionally, logistics expects another 20,000 RUB for a separate event and retains the basis of estimate. Both amounts relate to different positions, do not enter the previous 480,000, and do not duplicate each other.

New expected total: 300,000 + 180,000 + 45,000 + 20,000 = 545,000 RUB. Margin forecast for direct costs: 600,000 − 545,000 = 55,000 RUB before general expenses and taxes. From the initial 120,000, only 55,000 remains. The change of 65,000 is visible before shipment closure. Potential client reimbursement is not accounted as confirmed revenue until there is an agreement.

Подпись: Illustrative example in thousands of RUB before general expenses and taxes. Two new positions increase forecast costs from 480 to 545, margin decreases from 120 to 55. The scheme shows the contribution of changes; cash movement is not reflected in it.

How AI Helps to See Changes in Time

The input is a new email from an agent or an invoice from an authorized folder. The model extracts the supplier, shipment, service type, amount, currency, period, and terms. The checked output represents a candidate for a cost event with a link to the email, document page, and found values. Unclear requisites remain as questions.

Then possible duplicates are checked: document number, counterparty, amount, currency, shipment, and service. A corrected invoice may have a new amount but the previous basis. In the interface, logistics selects: new position, estimate replacement, adjustment of an existing cost, or a re-received document. The decision and sources are saved.

After confirmation, the operational forecast is updated, a task for approval is created, and if necessary, preparation for transfer to the existing system begins. Mathematics are performed by standard formulas according to approved rules. The neural network does not predict exchange rates, future rates, or delay probabilities from a single email. Its task is timely preparation of information that otherwise might remain outside accounting.

Currency and Taxation Conditions Must Be Comparable

Save the original currency, date, and exchange rate source, as well as the recalculation rule for management comparison. Contractual rate, evaluation rate, and actual payment rate may differ. Bank spreads and commissions may arise separately. They are included according to an agreed model; they cannot be automatically calculated as zero. For payments to China via a bank or payment agent, the commission and rate on the payment date are separate lines. In the example above, the agent's commission ate a quarter of the margin.

To compare margins, taxes and sum compositions must be interpreted uniformly. A line with VAT cannot be silently compared to a line without VAT. The applicability, recoverability, and reflection of taxes are determined by accounting specialists considering specific operations. The portal shows the selected calculation basis and disputed line items; it does not make tax decisions.

Free Periods and Route Changes Become Assumptions

An ETA shift is not equal to an accrued charge. However, it may require checking the pickup window, connection, and agreed free time. The forecast includes a separate estimate with terms: which event triggers it, where the rate came from, who confirmed it, and when to reconsider.

Definitions depend on the line, terminal, and contract. Usually, demurrage is charged for containers at the terminal beyond free days, detention for containers outside the terminal, and storage for yard storage. Some lines calculate a total period of demurrage and detention. Therefore, you cannot create a universal "container idle time" line with one tariff. The calculation preserves the conditions of the specific shipment, confirmed dates, and separate periods of accrual.

For transshipment or rerouting, similar bases are needed. If a new delivery replaces an old segment, the previous remainder is adjusted. If it is an additional service, it is added separately. The difference is important: otherwise, even carefully extracted AI invoices will give an incorrect forecast due to an incorrect accounting model.

Scenarios and Money by Dates Are Shown Separately

The original budget saves the approval snapshot. The current expected scenario takes into account confirmed changes and justified remainder. Stress adds manually approved assumptions, such as an additional storage period or another delivery option. Each assumption requires an author, date, and source. Scenarios are not assigned probability percentages without sufficient data and a separate verified model.

A calendar of expected receipts from the client and payments to suppliers is needed nearby. Accounts receivable and payable, payment deadlines, and actual payments answer the question of cash flow. A positive forecast margin does not exclude a cash gap if the supplier needs to pay before receiving money from the client. Received advance payment also does not mean that all costs have arisen. These representations cannot be combined into a single "profit on account".

What Your Software Already Does and Where a Small Product Is Needed

First, check the existing TMS (Transportation Management System). In the description of 1C (a Russian accounting and ERP platform): Transportation Logistics, Forwarding and Fleet Management CORP, planned and actual revenues and expenses, their distribution by orders, and profitability analysis are directly indicated. Perhaps the necessary report is already available through configuration.

A custom add-on is justified for the missing step: parse emails, find unaccounted changes, prepare cost candidates, and explain budget deviations. Existing accounting remains primary. For a pilot, one type of shipment, approved unloading, and a queue of manual confirmation are sufficient. Automation must not create parallel financial accounting.

Who Reviews the Remaining Costs

The forecast becomes outdated if the team enters only received invoices. For each unfinished service, assign an owner of the remainder and a date for the next check. After closing the segment, they confirm whether additional sums are expected. A zero estimate without such a check must differ from the confirmation "all costs for the segment are accounted".

On the manager's screen, three reasons for change are useful: new volume of services, change in estimate for an existing position, and data correction. If instead of an estimate of 20,000 a confirmed invoice of 18,000 arrives, the forecast decreases by 2,000; a new line of 18,000 on top of the old estimate would be double counting. This is an educational example. Payment for this invoice changes the cash calendar but does not repeatedly increase cost of goods sold.

Stress Scenario with Explicit Assumptions

Budget forecasts are useful to check when conditions change. Conditional assumptions: delay of the next segment, additional cargo handling, exchange rate change for yet unconfirmed currency sums, or later client payment. These are management assumptions; it does not follow that such events will necessarily occur.

The scenario must show which lines changed, who set the assumption, and when it needs to be reconsidered. An exchange rate increase is applied only to selected unconfirmed sums, and a delay in client payment changes the cash calendar; revenue does not change automatically. Additional costs are included in the forecast on one basis; a received later invoice replaces the estimate in its line.

AI helps link a new message to a budget line and explain the change with reference to the source. The result for the manager: what changed, what is the expected total, and what confirmation is required. The calculation is performed by transparent rules. Without sufficient historical data and quality checks, there is no reason to call such a tool a model for predicting future rates.

Sources and Next Step

Source verified on October 18, 2026: Industry 1C Features. How to forecast the rate itself before sending an offer is discussed in the article International Freight Rate Forecast (Russian).

To evaluate the product, you need an original budget, anonymized correspondence, and a history of costs for one completed shipment. Based on this, we will determine where AI can help notice changes, who confirms them, and how to update the forecast without double counting.

Частые вопросы ### Can unconfirmed costs be included?

In an operational scenario, a justified estimate can be shown as a separate status. It must differ from a confirmed cost and be reviewed by the responsible party. Accounting entries are formed based on their own grounds.

What to check when accepting the product?

The shipping cost forecast must correctly survive invoice duplication, estimate replacement, currency adjustment, and route change. Margin control in logistics is checked on the history of one shipment with the restoration of each change. Payment receipt and payment deadlines are checked separately.
